GPD Officer’s Domestic Battery Arrest Leads to Potential Impeachment in Prior Domestic Abuse Case She Investigated
Alex Michael Mosby, 35, is currently facing five misdemeanor charges for violating a domestic violence injunction.

Gainesville Police Department (GPD) Officer Havis Velasquez-Rosario filed a sworn complaint against Mosby in October 2024 and she is a witness in the case. The trial is scheduled to begin in roughly two weeks.
On April 1, 2026, Assistant State Attorney Dean Zipes informed the Public Defender’s Office of “evidence that may possibly be exculpatory or impeaching in nature: Witness Havis Velasquez Rosario (Officer with [GPD], Badge #1120) has been arrested and is under current prosecution for the offense of Domestic Battery, Case #- 01-2026-[Misdemeanor]-000652-A."
Alachua County Sheriff’s Office deputies arrested Velasquez-Rosario on March 29, 2026.
According to the arrest report, after arriving on scene, Sgt. Jeffrey Fricker observed Velasquez-Rosario pacing in front of the residence. When he approached, Velasquez-Rosario appeared emotionally upset and Fricker detected an odor of alcohol from her breath. Velasquez-Rosario was reportedly crying and having a hard time explaining what was going on.
Fricker made contact with a 45-year-old female witness, who was previously married to the 38-year-old male alleged victim. The witness and the alleged victim have children together.
The alleged victim and Velasquez-Rosario have been dating for the past eight months. They reportedly got into a heated argument in the early morning. The alleged victim decided to take his kids to their mother’s (the witness’) house to defuse the situation, but Velasquez-Rosario allegedly followed him to the location.
As the alleged victim was walking into the residence, the witness reportedly observed Velasquez-Rosario strike him several times with a closed fist in his face. Deputies observed his shirt torn and physical injuries consistent with being battered. The arrest report states the witness was struck with a “glancing blow across her right temple,” as Velasquez-Rosario was committing the battery against the alleged victim.
Deputy Ayanis Minaya conducted an interview with the alleged victim and he reportedly “admitted that [Velasquez-Rosario] struck him several times with a closed fist.”
Fricker reportedly observed Ring camera footage of the incident that showed Velasquez-Rosario stating she would “fuck up” the alleged victim and that she would “shoot" him.
After being read her Miranda rights, Velasquez-Rosario reportedly refused to answer any question about the incident.
Velasquez-Rosario’s arrest contradicts her public reputation. According to a report from the Sky Valor, Velasquez-Rosario is also known as “Officer Friendly.” The outlet reported, “During her tenure her passion has been helping victims of domestic violence, as she is a survivor of domestic violence. Being a first responder and the first person making contact with someone who has experienced a traumatic event, [she] finds great reward in helping change one's life.”
In February 2021, Velasquez-Rosario helped a theft victim replace a hoverboard she got as a gift for her grandson after it was stolen.
Velasquez-Rosario was released on recognizance by Judge Adam Lee. A no-contact order has been placed between Velasquez-Rosario and the alleged victim. Velasquez-Rosario doesn't appear to have any scheduled court dates.
