Twice-Convicted Sexual Predator Faces Federal Case for Purchasing CSAM

On June 23, a federal grand jury indicted registered sexual predator Roosevelt Allen Douglas II, 46, on five charges relating to child sexual abuse material (CSAM). Douglas is accused of seeking out CSAM of children aged 11 or younger.

Federal prosecutors filed a pretrial detention motion on Douglas, which was granted by Magistrate Judge Midori Lowry. 

Lowry listed multiple reasons why she granted the government’s motion:

  • As to the first factor, [Douglas] is charged with 5 felony offenses under Chapter 110 involving sexual abuse of children from 2023-2025. These offenses are crimes of violence, as defined in 18 U.S.C. § 3156(a)(4)(C), and carry penalties up to 20 and 40 years’ imprisonment, and minimum mandatory terms of 10 and 15 years. [Douglas] allegedly committed the offenses while he was on State sex offender probation.
  • Second, the weight of the evidence is strong. The Government has computer forensics evidence showing [Douglas] purchased child pornography, which he then accessed, received, and possessed.
  • Third, [Douglas] has a long history, going back to 2002 during his service in the military, of a sexual interest in children and an interest in committing indecent exposure. [Douglas] also served prison sentences for lewd and lascivious conduct in a 2007 Marion County case and a 2013 Alachua County case.
  • Finally, [Douglas]’s release poses a danger of sexual abuse to children given his history and continued sexual interest in children. The risk cannot reasonably be addressed by computer monitoring restrictions because [Douglas] was on probation and monitoring restrictions during the time of the offenses charged.

The case is set to go to trial on August 4.
