Judge Grants Expungement Petition After State Drops Rape Case

Earlier this month, Judge Robert Groeb granted a petition to expunge 20-year-old Andrew Glenn Shaffer’s rape case after prosecutors dropped the charge.

In October 2025, University of Florida Police Department officers arrested Shaffer after reporting, "The victim advised that [Shaffer] was encouraging her to drink alcohol while they were out. [Shaffer] initially asked the victim if she wanted to have sex, and she had said no. The victim then went to lay down in [Shaffer]'s bed, due to her level of intoxication, where she fell asleep and became unconscious," at which time Shaffer raped her.

According to the arrest report, "The victim advised that she later woke up confused and found that she was wearing [Shaffer]'s shirt and that her original shirt was pulled down to her waist. [Shaffer] came back into the room and asked the victim if she was going to get a plan B. The victim then asked [Shaffer] what he was talking about. [Shaffer] then informed the victim that they just had sex. The victim then stated 'no we did not' and asked [Shaffer] if he was serious. The victim told [Shaffer] that she could not remember."

Shaffer reportedly acknowledged in Snapchat messages that the victim had said no before sending her $50 in Venmo for Plan B.

When speaking to police, Shaffer reportedly "stated that he did have sex with the victim but it was consensual. [Shaffer] said that he couldn't remember a lot of things that happened that night, but when confronted with the Snapchat messages, he would change his story and remember. [Shaffer] did admit that the Snapchat messages were his and confirmed that it was him who sent them."

UFPD charged Shaffer with sexual battery on a victim 18 or older with special circumstances; the circumstances being the victim's inability to consent or resist Shaffer due to being unconscious.

Prosecutors with the Eighth Judicial Circuit State Attorney’s Office (SAO8) filed a pretrial detention motion but Groeb denied it and set the bond at $25,000. Shaffer spent roughly a week in jail.

On February 24, 2026, the Eighth Judicial Circuit State Attorney’s Office dropped the case.

On June 11, 2026, Shaffer’s attorney filed a petition to expunge the case. 

On July 14, 2026, Groeb granted the petition. 

There is a 60 day waiting period before the case is permanently expunged.
