Retired Jacksonville Deputy’s Son Serving Probation After Avoiding Sex Offense Convictions

Zachery Kipple, 25, the son of retired Jacksonville Sheriff’s Office Deputy Andrew Kipple, is currently serving a sentence of two years of probation after being granted withheld adjudications for sexual offenses.
On May 14, 2025, the Gainesville Police Department (GPD) made a post on Facebook requesting assistance in locating a voyeurism suspect.
The suspect was quickly identified as Zachery Kipple and arrested later that day.
Zachery Kipple was charged with two counts of voyeurism, one count of stalking, and two counts of indecent exposure; all misdemeanors.
Court records indicate that Zachery Kipple was employed at an after-school program related to Oak Hall School.
Two GPD reports go into detail on Zachery Kipple’s offenses. The victims in each report are different woman.
Police Report 1
On April 7, 2025, between 1:30-2:30 a.m., [Zachery Kipple] was seen standing outside the victim’s bedroom, with his penis exposed, masturbating and looking into the victim’s window. The victim was inside of her bedroom at the time where she had a clear expectation of privacy. The victim described the suspect as a white male, 20-30’s, with a height of 5’10 - 6 ft.
The victim installed a camera outside the back of her [residence] on April 15, 2025…

- April 25, 2025, 11:35 p.m., [Zachery Kipple] walks by the victim’s home
- April 26, 2025, 10:39 p.m., [Zachery Kipple] sneaks up to the victim’s bedroom window while masturbating. He pulls out a cellphone and uses the light from the phone (unknown if he was recording) to look into the victim’s bedroom window while continuing to masturbate.
- May 1, 2025, 12:00 a.m., [Zachery Kipple] walks by the victim’s home wearing a black mask to cover the bottom half of his face.
- May 1, 2025, 12:11 a.m., [Zachery Kipple] walks by the victim’s home while masturbating and looking into [her] window.
- May 1, 2025, 1:13 a.m., [Zachery Kipple] walks by the victim’s home while masturbating.
- May 1, 2025, 1:20 a.m, [Zachery Kipple] walks by the victim’s home while staring at the window.

- May 1, 2025, 2:40 a.m., [Zachery Kipple] walks up to the victim’s home with an object (later identified as a sex toy) on his penis and he is masturbating with two hands into the toy. [Zachery Kipple] approaches the victim’s bedroom and is looking into the window while masturbating.
- May 1, 2025, 2:58 a.m, [Zachery Kipple] walks up to the victim’s home and is masturbating when stepping onto her private back patio. [Zachery Kipple] looks up and sees the camera and returns his penis into his gym shorts before walking away.
The victim feels unsafe in her home due to [Zachery Kipple]’s behavior.
On May 14, 2025, the Gainesville Police Department released a photo of the suspect to the public and requested assistance on identifying him.
Numerous calls were received identifying the suspect as [Zachery Kipple].
Witness 1 called LEO after speaking with [Zachery Kipple] on [May 14, 2025]. [Zachery Kipple] admitted that he was the person in the photo and felt suicidal.
Detectives made contact with [Zachery Kipple] at his residence for a well-being check and to conduct an interview. LEO was invited into the home freely where [Zachery Kipple] was interviewed Post Miranda (read twice).
[Zachery Kipple] was shown printed photos from the victim’s surveillance footage and he admitted to looking into her bedroom window between a small crack in the blinds. [Zachery Kipple] admitted to masturbating numerous times outside of the victim’s bedroom as seen on camera. [Zachery Kipple] stated that the victim did see him one time while he was masturbating.
[Zachery Kipple] also admitted to masturbating outside of three other apartments and the gym… [Zachery Kipple] was able to describe two other victims that have yet to be identified.
[Zachery Kipple] advised that he was struggling after a failed relationship and was masturbating to try and feel something. [Zachery Kipple] said that his behavior has gotten increasingly riskier over the past year and specifically in the last few weeks when he started masturbating in public and peeping into windows.
[Zachery Kipple] denied ever attempting to break in a home…”
Police Report 2
On April 9, 2025, at approximately 9:28 a.m., the victim was at her community gym. She was using the treadmill when she looked back to see [Zachery Kipple] partially concealing himself behind a pillar. [Zachery Kipple]’s pants were pulled down and his penis was exposed. [Zachery Kipple] was using one hand to masturbate while holding his phone with the other hand. [Zachery Kipple] was looking at his phone while also watching the victim.
The victim got off of the treadmill and called a friend. When she looked back, [Zachery Kipple] was gone. The victim described the suspect as a white male… slim build, dark hair, tall, and wearing a black hoodie and shorts…
[Zachery Kipple] stated that the victim was on the exercise machine when he saw her, and she saw him, causing him to flee…”
Bond Motion
Following Zachery Kipple’s arrest, he was held in jail on a $500,00 bond.
In a motion to reduce bond, Zachery Kipple’s attorney’s told the court he could not afford the given bond. The motion states, “While Mr. Kipple’s case may be one of disturbing allegations, pretrial detention has not been sought nor is Mr. Kipple charged with a capital nor a life felony. He is constitutionally entitled to affordable pretrial release”
Andrew Kipple told the court, “I do not condone any alleged criminal conduct… However, I do love my son and will do anything I must to help him with the cases… If the court releases him to my supervision, he will always have a place to live at my home… As I am retired, I have the ability to monitor my son and assist with of all court events or anything required for the cases… As a retired law enforcement officer, I am not a man of substantial financial resources. I cannot post a $500,000.00 bond. I am, however, willing to post my son's bond if it were a cash bond of $10,000.00 because I understand that means the funds will be returned to me at the end of the
case.”
In a supplemental briefing in support of bond reduction, Zachery Kipple’s attorneys told the court that he had a bond hearing on May 28 but did not attend due to a miscommunication.
The briefing cites Zachery Kipple previously being the victim of a violent crime, and the fact the defendant in that case had a lower bond.
Judge Susan Miller-Jones ultimately ruled in favor of the defense and reduced Zachery Kipple’s bond to 25,000 on each count, which his father posted.
Sentence
On January 26, 2026, prosecutors amended one of the indecent exposure charges to disorderly conduct.
Zachery Kippple took no contest plea deals in which he was granted a withheld adjudication for charges of disorderly conduct, indecent exposure and voyeurism, and sentenced to two years of probation.
When Zachery Kipple was first arrested, his crimes generated attention within local media.
